In principle, yes, it's possible to redefine the keys to be whatever you'd like 
them to be. All that'd be needed for that is to redesign the key table. It's 
even possible for you to have your own copy of the key table that wouldn't be 
overwritten by a brltty upgrade (by, for example, keeping your own copy in 
/etc/xdg/brltty/).
