Brltty has a Metec driver. Mightn't that work directly?

If you go to brltty.com, click on Download, and then on Android, you'll see a 
link to Using BRLTTY on Android. That page includes instructions on how to 
buiold brltty for Android yourself.

The Android section of brltty's Download page also includes a link to the 
latest version of the apk, which, it just so happens, was updated to the latest 
development code a couple of days ago.
