I don't think that'd matter as brltty doesn't depend on any of them.

On Linux, brltty doesn't use libusb. It uses a direct kernel interface.

You'll be okay even when serial ports disappear as serial braille devices work 
fine with USB to serial adapters.

I hope you don't mind me asking what I'm hoping is a stupid question, but is it 
possible that, maybe, the device is set to use Bluetooth rather than USB?

It's definitely not there. What happens if you disconnect and reconnect its USB 
cable?
