At first glance, it looks like /dev/console still does support KIOCSOUND. Maybe 
someone who's more familiar with that code can also have a look at it.

Could you try: brltty-tune -d beeper c

This should play a middle C via the PC speaker. I'm assuming that it'll have 
the same error. If so, could you then strace it:

   strace -o /tmp/beep.strace brltty-tune -d beeper c
