[BRLTTY] brltty not immediately displaying text

It starts out at 40, and then switches to 26. That's probably why the banner 
line isn't going away. Sending only 26 cells when the device is expecting 40 is 
an incomplete packet.

This log didn't have the extra data: -ldebug,outpkts,inpkts,ingio
