No, it's a Windows installer for brltty. There's also a .zip file which you 
could just unzip into some folder.

If you choose to use the .exe (the installer) then run it and answer the 
questions. If you choose to use the .zip (the archive) then unpack it into some 
folder, customize brltty.conf, and run it as usual.
