All of that would, of course, still be necessary on a newer system. I guess

Yes, it does seem a bit complicated.

The best solution would be for us to be able to directly retrieve the actual 
Unicode characters that were written to the screen. The kernel doesn't offer a 
way for us to do that. There are some terminal programs that people use, but I 
don't think any of them export their data.
