I'm not sure which kinds of topics you're thinking of, but the quick answer is 
that i18n isn't specifically mentioned within the documentation.

The only exception to this is that the Android sectino of the Download page 
does ask people to help internationalize those strings that appear within 
brltty's various Android screens.
