[BRLTTY] BRLTTY on Windows, and Actilino support

Hi,

if you are going to use latest brltty with NVDA, it will be creshed.
last brltty, which works with NVDA, as I tested and reported to this
list, is brltty 5.21.

Dave, brltty and liblouis combo is included in upcoming windows 10
release called Creators update or version 1703. it will be available
from eleven of april.
