In which release of Windows does this become available?

What would we need to do in order to convince them to upgrade to 5.5 (after
we release it, of course)?

Both narrator and Windows 10 itself have a feedback mechanism where users
can submit bug reports and feature requests. So by the time 5.5 becomes
available, we can use these mechanisms to at least inform Microsoft about
the new version.
