[BRLTTY] Making freeze screen be per virtual console.

Hi:

One of the pending feature requests is to make freezing the screen be per 
virtual console instead of a global operation. I myself think it's a good idea, 
but I thought I'd ask in case anyone can think of a reason why it mightn't be.
