[BRLTTY] Text-table selection

Hi

I would like to request that BRLTTY selects the text table depending on the
locale of the machine. It would be better that the text table is set to one
matching the system's locale and only if required, the user has to overwrite the
text table setting.

This could be handy for live disks, where it's often possible to preselect the
language in the boot loader. The system then starts in the local language, but
with an (possible US-)English layout.
