[BRLTTY] BRLAPI bindings for Python 2.7

Hello all,

BRLTTY for Windows package provides BRLAPI bindings for Python 3.4.
Does someone have recent BRLAPI bindings for Python 2.7 or have some
information to get it please?

Unfortunately, building it cannot be the solution.
