I know exactly the problem you're having, and the development code (soon to 
become 5.5) deals with it. When systemd took over udev they made an unfortunate 
change. They no longer allow an executable started by a udev rule to run for 
more than five seconds, at which point they very unceremoniously kill it. Their 
idea is that real programs should always be under systemd control, and that any 
executalbes invoked by udev diretly are only meant to be helpers that shouldn't 
run for a long period of time.

That's simply not possible.

Mine does have one serial port, but it also has a PCI card that provides two 
more.
