You may consider cross-compiling for Windows directly from Linux which 
might be way easier than going the full Windows emulation route, or even 
native compilation for that matter. You just have to install the 
mingw64-gcc package. You may need extra libs such as mingw64-libgusb or 
mingw64-libusbx as well.
