[BRLTTY] hcitool scan returns error

I'm trying to pair one of my displays via BT>
I got bluez installed. I got all the kernel options set. lsusb shows
[root at newbean:~#] lsusb | grep -i bluetooth
Bus 003 Device 003: ID 0a12:0001 Cambridge Silicon Radio, Ltd Bluetooth Dongle (HCI mode)
I got a host address directory in
/var/lib/bluetooth
But
"hcitool sscan"
returns
Device is not available: No such device
I wanted to get all this working before going through the trouble of recompiling Brltty with bluetooth support.
What is happening?
