One can find out which parameters any driver accepts by checking the provided
brltty.conf file. Parameters can be passed to a speech driver via the -S
(uppercase) command line option or via the speech-parameter brltty.conf
directive. Likewise, there's -B and braille-parameter for braille drivers, and
-X and screen-parameter for screen drivers.

Both the es (eSpeak) and en (eSpeak-NG) drivers accept four options: MaxRate,
Path, PunctList, and Voice. I'm not a speech user but suspect that selecting
the voice is how one selects the language.
