[BRLTTY] Cursor movement functions disabled with Braille Input

Hello,
On this Focus 40, I have braille input disabled. However, this also
seems to inhibit the KEY_CURSOR_UP and KEY_CURSOR_DOWN functions which
are mapped to the left rocker. I assume that's not the behaviour we
want. I also figure this isn't a model-specific issue. My BRLTTY version
is 5.5.
