Yes. espeakup or a simple python program utilizing speech-dispatcher would be

But there is no way of running Orca without X11. There is no way of running a
modern web browser without X11 (unless the browser is in headless mode, and
then there is no user interface). Wayland does not change the accessibility
situation (well, at least it does not make it better).

Updates in applications (system components, firefox, LibreOffice) can easily
break Orca. Orca has been freezing on all the systems that I have used it on –
sometimes more often, sometimes less often. At best, Orca is slow, especially
if combined with Firefox.
