[BRLTTY] Braille orbit: usb resource busy

I am running brltty 6.0 on Mac 10.14 Mojave. My brailledge runs brltty with no problem. When I try to do the same with the Orbit, even if I remove all other usb devices, I get a Darwin error 16: resource busy. It does work with voiceover, and I've even tried turning voiceover off and unplugging and replugging the Orbit before running brltty. Maybe I am missing something obvious. Any suggestions?
