[BRLTTY] systemd support

hello Dave. i am trying to switch archlinux brltty packages to upstream 
systemd support.

i encountered sum problems.

1. brltty-systemd-wrapper uses hard coded path /user/libexec witch is 
according to arch wiki page 
<https://wiki.archlinux.org/index.php/Arch_package_guidelines> is must 
be avoided.

> • Avoid using /usr/libexec/ for anything. Use /usr/lib/$pkgname/ instead.

2. i think build system should install udev rules and systemd.service 
files by default if systemd is detected.
