I can't speak for modern GNOME but I use MATE which is a fork of GNOME2
and it runs along fine on my laptop, certainly more responsively than
Windows does. The Pi 4 should handle it fine, I would think.

I too prefer to avoid using a GUI but it is sometimes necessary.
