systemd-tmpfiles

it's used to modify files permissions.

brltty user need's to be added to brlapi group as well. and in service 
file i
see:
# keep these synchronized with sysusers.d/brltty.conf #
so i think we need:
SupplementaryGroups=brlapi
so brltty can read key too.
