[BRLTTY] speech dispatcher open failure

hello. my brltty can't connect to speech dispatcher.
brltty-version: 6.1.r576.gb1db1e667

spd-version: 0.10.1

when brltty starts i get:brltty: speech dispatcher open failure
brltty: speech: driver construction failure
brltty: speech: driver thread initialization failure

in speech-dispatcher log i see nothing. how do i debug this issue? what data i
need to provide for help?
