I'm unable to reproduce the problem. What does your Bindings/Tcl/mkindex contain. Mine has:

   pkg_mkIndex /usr/lib64/tcl8.6/brlapi-0.8.3 libbrlapi_tcl.so

After upgrading, did you do autogen and configure?

Perhaps you could post your config.log, Bindings/Tcl/Makefile, and Bindings/Tcl/mkindex.
