I'm sure that's because your system doesn't have systemd.pc. Brltty does have
defaults for when pkg-config returns nothing. In this case, the default is
/usr/lib/sysusers.d/. In general, the defaults indeed are the places where
something is usually expected to be.

You can look in brltty's config.mk to see what was selected. For example, my
config.mk has this:

   SYSTEMD_SYSUSERS_DIR = /usr/lib/sysusers.d
