Ok I see. Dave, I would say that we'd want to extend the retainDots
brlapi parameter from boolean to a tri-state: forceyes, forceno,
user-defined, that could default to user-defined. That way most clients
will get what the user wants, unless the client explicitly says whether
it wants dots or characters?
