A root parameter is one that's actually changed. A non-root parameter is one that changes only as the result of its root parameter being changed. For example, if the computer braille tble is changed then that parameter is notified, but each individual row mask and cell isn't notified.

Please check out the brlapi-parameters branch. What additional changes do you think might be necessary.
