[BRLTTY] Russian braille tables and orca issue

Hi everyone,
I turned on my Arch Linux 2 days ago and noticed that the mentioned bug 
with punctuation symbols was fixed.
I don't know if there were any changes made in Orca or BRLTTY, but now 
it works as expected and needed punctuation is displayed in all tables 
correctly!
