If the vcs devices seem to have the correct content then that'd point to something being wrong with the actual check for which mode the screen is in. I'm now wondering if the user-space size of an int differs from what the kernel thinks it is.

Does uname -r say that your kernel is 64-bit? Likewise, does the file command, when applied to both the chvt and brltty commands, say that they're 64-bit executables?
