On a different machine:
$ ls -1F /etc/xdg/brltty
bb.ktb
brltty.conf
bs80.ktb
English.lpf
German.lpf
laptop.ktb

These are all actual files. It starts working as soon as I do:

# mkdir /etc/brltty/Profiles
# cd /etc/brltty/Profiles
# ln -s /etc/xdg/brltty/Profiles/English.lpf
