I am still missing opinions about the things I wrote in my original message.
Especially I'd like to hear from those who actually maintain or contribute to
BRLTTY, because your opinion will be in central role, if some improvements
require changes to BRLTTY as well.

Changes to BRLTTY could for example be new screen drivers, support for other
types of user interface than just terminals (kind of like how BRLTTY already
supports GUI on Android), more functionality to BrlAPI, etc.

Are there people on the list who would like to put their effort into this?

One possible task could be reaching out to developers of desktop screen readers,
AT-SPI and possibly Wayland.

But I also believe that we would need to have a clearer vision about what we
want to achieve, if anything. So please anyone if you have any (possibly
radical) ideas about how the accessibility infrastructure (for braille users)
could be improved, don't hesitate to show up.
