It appears to be working. But I'm wondering why the brtty process
running in the user session isn't handling the key presses. It should be
better positioned to know whether the 
terminal currently has focus. With the current solution, can we somehow
signal to brltty to only register key presses when the terminal is
focused? Otherwise, it could clash with 
keyboard shortcuts in desktop applications.
