[BRLTTY] Switching to another console while the screen is frozen

Hi,

Currently when the screen is frozen it is not possible to switch to
another console. Well it it possible to do so but the freeze will
remain, as for any other key press thatmight modify it.

I am wondering whether it would be possible to freeze just one console
while still switching to others?
