That's possible indeed. Perhaps check whether the 
/usr/lib/systemd/systemd --user
process does have the XDG_VTNR variable

Possibly systemd considers that the systemd session for the user is for
all consoles opened by the user, and thus not related to the graphical
display in particular. But then how is orca supposed to find which
display it's supposed to read? (Which is actually the same kind of
question as setting XDG_VTNR to a proper value).
