Are you pasting with the braille command, or with the X application
control-v shortcut? The latter should be pasting fine with xbrlapi
running. For the former to work fine, you would need to run a second
brltty inside the X session with the brlapi and atspi2 drivers:

brltty -b ba -x a2

Normally the /etc/X11/Xsession.d/90xbrlapi script starts that along
starting xbrlapi.
