BRLTTY source code contains dracut hooks for starting BRLTTY in initramfs. I
don't know how portable they are across different distribution's dracut
setups, but most likely they will work.

Incidentally I am writing a custom initramfs which will contain BRLTTY. I
build everything within an Alpine chroot to make the system as small as
possible.
