[BRLTTY] BRLTTY on Windows

Hi, Dave and all!

I gave BRLTTY on Windows 11 a new try. Unfortunately with bad result.
According to the log file, there is some communication with the braille
display going on, but nothing shows up on the display. In case there are
anything that can be done from BRLTTY's side, I attache the log file.
