[BRLTTY] RFC: possible user-interface for bracketed paste

Hello again,

I just wanted to share a possible user interface to provide access to
both bracketed and non-bracketed pastes, in case the bracketed one gets
implemented.

Basically: a new preference called default paste style and which can
take the values bracketed and non-bracketed, or something similar.

When the paste command is done once, paste is done in its default style.
When the command is invoked twice with a short (configurable?) delay
between the consecutive invocations, then it's the other paste which is
performed.
