You could do it as a markdown readme if your going to use github just use
the default folder and make it a mark down file.  If people can't do
markdown they can just put text in the file and someone else can clean it
up.

This is a very good idea. Should we set up a wiki for this or is there a
technology that would be accessible to us and would be more suitable? Or
could we use somebody else's wiki?

I can create a wiki on GitHub. It is editable by pulling down the
repository, editing the markdown files and pushing the changes back.

We would also need to contact people on the orca list and maybe some other
lists (any suggestions?).

What would be a good workflow? Not everybody is able to edit wikis, and
there also should be some administration in the document.

The final document should probably be written by one or two persons, but
everybody should be able to get their opinions in.
