I don't think that's ever been formally documented. If there's something wrong about how it works then it can be fixed.
The general rule is that the braille display always starts on the first character of a word and that the end of the display won't contain a partial word. Panning to the right should cause the first character of the next word to be in the leftmost position. Panning to the left is such that the previous word is fully shown. An exception is that the first part of a line always starts in column 0, even if the line is indented.
This, of course, implies a sliding braille window. How word wrap iworks when sliding window is off may work somewhat unpredictably.
