I may be being too simplistic, but I think it should contain 32-bit integers - the first few for the ehader and the rest being unicode character and full colour pairs. Maybe we could use 16-bit integers for the header, with an additiional one right at the beginning which is the header's size in bytes. That way, it'd be easy to add new headeer fields later.
