I think your best option is to write a small program to implement 
exactly the changes you want.

Python or Perl would be ideal.

I am not aware of any software designed to perform substitution 
operations on BRF files, other than BRF editors. However, I assume you 
want to automate it. If so, then you need to write code. Alternatively, 
load it into a text editor and use search/replace. Good text editors can 
do regular expression matching.
