That's because it no longer formally exists, although some distributions add it. The new scheme allows for multiple brltty instances, rather than just one, to support those users who have more than one braille device. What you want to do is to enable+start the brltty.path unit.

The general scheme for the unit name is brltty at name.path which causes that instance of brltty to use /etc/brltty_name.conf. Leaving off the @name part tells it to use the familiar /etc/brltty.conf.
