In the EL40C, the emulation of the second step of the bar by also pressing a routing key is internal to the device itself. Perhaps this has its limitations. Could you capture a debug log for us to look at? To do so, add these two command line options:

   -ldebug,brlkeys (this is a lowercase -l)
   -L/path/to/logfile (this is an uppercase -L)

You can also do this by adding these two lines to brltty.conf:

   log-level debug,brlkeys
   log-file /path/to/logfile

It'd help if you could note the time as which you tested this particular key combination, as well as waiting a few minutes before and after doing so, so that we can find the right place in the log more easily.

Also, feel free to test other key cobinations, including ones that work, as part of the test. Just please be sure to let us know which order you tested all of them in.
