[BRLTTY] Skip identical blank lines setting seems to impact Orca

Hello, when I test this, I still get the same results as before either 
using Brltty 6.9-3 on Debian Testing, or compiling it myself and using 
the 'run-brltty' script.  I'm attaching a Python script you can run that 
will show the key being pressed.  Can you give it a try and change the 
'skip Identical blank lines' setting and see if it works for you?
When I change the setting to yes it shows 'PRDIFLN'.
When I change the setting to no it shows 'LNUP'.
Same for 'NXDIFLN' and 'LNDN'.
Dave mentioned that the 'Skip Blank Braille Window' setting can also 
have an impact, but I'm not sure which key that impacts.
