[BRLTTY] SPEAK_NEXT_WORD and word boundaries in Debian Trixie

I have another idea:

We could have both types of word navigation on j,k,l by having Tab + j,k,l say or move by partial words and having Tab + Ctl + j,k,l say or move by full words. We'd then move both spell commands to 8, i.e. Tab + 8 would spell the current partial word and Tab + Ctl + 8 would spell the current full word.

What do you think?
