Hello Dave:
Thank you for the help. As it turns out I could not get the localectl
program to run. It wouldn't run with sudo or when I used su.
After talking with a local technician, I found out about the file
/etc/locale.gen
I used an editor to remove the # from the beginning of the line for
en_US.UTF-8. I also commented out the en_GB line.
I ended up finding the file /etc/locale.conf.
After editing the second line on the file and rebooting the braille display
is working the way I want.
Orca has gone quiet so I now have to find out why. The braille display
works, and since I use terminal mode almost all the time, I can still use
the machine.
Have a great day.
Regards,
Robert

Brltty uses your system's current locale to decide which text table to use.
If you're in the US then your locale should be en_US.UTF-8, but it looks
like your lovale is probably set to en_GB.UTF-8. To find out what your
system's locale is, what does this command say?
echo $LANG
To change it to your US locale, run this command as root and then reboot:
localectl set-locale en_US.UTF-8
