No, it should be able to. In fact, there's code already in it that should be working but I guess it isn't. Will need to figure this out.
I must say, though, that I am somewhat amazed that there's important code out there that still doesn't use Unicode. Yes, brltty should be fixed, but maybe that code, too, should be upgraded.
If the Debian installer weren't working with brltty then I rather suspect we'd have heard of it by now.
