[BRLTTY] needing some help specifying the right command for the rescue image disk of Redhat's Fedora 3

No, that won't work. What you enter as boot parameters is interpreted by the
kernel. Only the operand of the brltty= parameter is interpreted by brltty.

What I was asking you to do is to try to run brltty with your display on a
running system just to see if that works. In that case, you'd run:

   brltty -b fs -d usb:
